Emergency Response Toolkit Web Application

Emergency Response Toolkit (ER-Toolkit) is a project being developed by Reflab with the World Food Programme.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

In emergencies, they get food to where it is needed, saving the lives of victims of war, civil conflict and natural disasters. After the cause of an emergency has passed, they use food to help communities rebuild their shattered lives. WFP is part of the United Nations system and is voluntarily funded. Born in 1962, WFP pursues a vision of the world in which every man, woman and child has access at all times to the food needed for an active and healthy life. In 2010 the aim is to reach more than 90 million people with food assistance in more than 70 countries. Around 10,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.

WFP needed to efficiently distribute it's Emergency Response Toolkit, a set of informations, guidelines, templates and forms for the Logistitians operating in emergencies. The very first requirement was the easiness to distribute the information, so the web was seen as an excellent solution. In the fields, though, connectivity can be a challenge, so the solution had to be fully usable also with intermitting connectivity and even offline (with search, navigation, tags, links, etc.).

Additionally they they needed a product  easily managed by non technical staff, complete with commenting and feedback mechanisms and that could also run from an ‘USB key’, without the need to install and, as an internal tool, accessible only form WFP staff.

Reflab thanks to OOPS, the Emergency Response Toolkit (ER-Toolkit), is now a web application, allowing quick and safe delivery of informations, easy to update, and easy to use in the fields, where Internet connectivity is a challenge. ER-Toolkit backoffice is built on Plone.

ER-Toolkit is the first of several manuals and toolkits deployed internally in WFP based on OOPS.
