PloneGov - Switzerland

The PloneGov.ch foundation has been founded in April 2007. Members of the PloneGov.ch foundation are the Swiss Government, the Canton of Basel Stadt and two consulting companies. The goal of the foundation is to provide an eGovernment infrastructure based on Plone.
Today, modules for Web CMS, Intranet/Extranet, Records Management, and public forums are available. On May 30th, the first PloneGov.ch workshop will be held in Berne.

Udalerria web plataforma - Basque Country, Spain

Udalerria web plataforma is an initiative started in the Basque Country. It aims at providing a suite of applications to local governments.
Some ZOPE Communal Site powered by CodeSyntax, Basque-Spanish, include one Basque-French site: Saint Pierre d'Irube (near Bayonne).

In addition they are working in a new website-model that will offer all services to a local government.
Job vacancies

We've developed a new object in order to give to the local
administrations the chance to fill out a form. In this form you can
fill out different kind of fields like text, textarea, files,
datetimes, ...
We have also the chance to add a CSV file (comma-separated values). Once a citizen accede the job vacancies will be able to write down his identification number a he will be able to see his situation in that job vacancies. Site administrator will be able to download the CSV file if he wants to change and upload it again. - Responsible: Lur Ibargutxi, Codesyntax
Public contract
- This simple object is a form where the town administrator can fill out it and show it for the citizens. The administrator can upload files that contain requirements for that public contract.

Complaint form - project
- We are developing a product that gives to the town citizens the chance to complain about whatever they want filling out a form. Once they send the form, the local administration will receive in the format he set previously (XML, PDF,...). The form is dynamic, I mean, the site administrator will be able to change, add or remove the fields of the form depending on what kind of form he wants.

Digital signature (digital certificated) - project
- We are investigating the way to sign digitally (with a specific card) in order to confirm that we are really who we are saying we are.

CommunesPlone - Belgium, France
16 Belgian communes (French and Dutch speaking) and 2 French Mairies participate in the CommunesPlone project. In doing so, they aim to gain independence from IT services providers by developing, essentially by themselves and in a cooperative manner, applications and websites for their own use as well as for their citizens’. CommunesPlones strategy mainly rests on two renowned multiplatform Open Source tools: Zope and Plone.
Today, different modules are available : Intranet/Extranet, council management, online administrative documents requests, identification by electronic identity card, fine management or deliberation management.

Town meeting management - (Gestion du collège communal)
- Objective: This product is intended for local authorities to manage their official meetings. It will give the possibility for the employee to propose items that will be discussed during the meeting. A secretary will choose the items that will be discussed for a given meeting and generate an PDF agenda for it. After that decisions have been taken for every items of the agenda, the secretary will have the possibility to generate an official PDF report.

Cobranding (RSS feed) - (Comarquage)
- Objective : This will add a way to tag your documents with data produced by some servers (server of the Walloon Region for example in Belgium). The main interest of tagging a document is the fact that tagged data will be updated externally by other users than contributors of your website. Your website will so be updated auto-magically.

Application container - (Conteneur d'applications)
- Objective : The original idea is to : simplify the Plone interface as more as possible by removing any unnecessary objects et to add security everywhere so that a user can not see things that he should not. By using profiles, there will be ways to adapt the Plone Site to what the site administrator want add more secure workflows, add some specific roles, adapt some permissions, ...

Extended subscription forms - (Extension signalétique)
- Objective : This product will add some interesting fields to identify a user more precisely : his address and his Belgian national register number. It allows any applications to use these data, and for us, it gives the product BelgianEidAuthPlugin a way to identify the user using his Belgian national register number.

BelgianEid AuthPlugin - (Identification par carte d'identité électronique)
- Objective : This product will add a authentication plugin in PAS (the authentication system of Plone 2.5+) that will give the user the possibility to use his belgian eID card to log into a Plone Site.The user has to subscribe before and gives some more personal informations (you can use the CPDescriptive product for that or make it another way), particularly his belgian national register number that will be used during authentication to make the link between the Plone user and the eID card.

Python Open Document
- Objective : pod is a library that allows to easily generate documents whose content is dynamic.

- Objective : This product is "citizen oriented". This will give a local authority a way to make some documents orderable through the web by their citizens. It will also give a way for the citizen to send a request to a service and be able to follow the evolution of it (workflow).

PuRe (Public Requirements) – under development
PuRe is a Plone product that allows creating and managing public procurements. At present, it supports Belgian “services” procurements, and is specifically targeted to procurements related to the development or acquisition of software products, although it can also be used for other kinds of procurements. The tool allows generating an OpenOffice, Microsoft Word or PDF version of the public requirement, thanks to the use of the POD (Python Open Document) library (see http://appyframework.org/pod.html).
At present, the tool is available in French (the code is written in English).
PuRe considers a public procurement as a set of requirements. Those requirements are grouped by deliverables. So when an administration publishes a public procurement, in fact she describes the set of results she expects in the form of deliverables, and for each of them she expresses a set of requirements. The tender is considered as the first deliverable. A deliverable may be a document, source code, tests, or less tangible things like training or days of consultancy.
